House Reps. Try to Reconcile Farm and Oil Interests in E15 Talks
A congressional task force soon plans to release a compromise between corn farmer and oil refiner interests that could reshape the American energy industry.
“They’re going great,” Rep. Derrick Van Orden, R-Wis., told The Daily Signal on Wednesday of talks to secure nationwide authorization for the year-round sale of E15, a gasoline whose composition is 15% ethanol—an alcohol which can be derived from corn. The default for regular gasoline is 10% ethanol.
To resolve disagreements between oil refiner and farm interests, Republicans have formed the “E-15 Rural Domestic Energy Council,” an all-Republican effort spearheaded by Reps. Stephanie Bice of Oklahoma and Randy Feenstra of Iowa
Under a deal with House leadership, the council has a Feb. 15 deadline to submit legislative proposals, and leadership has until Feb. 25 to put it on the floor for a vote.
“We’re going to have a draft product out here very soon. We’re still negotiating, and it is imprudent to discuss negotiations,” Van Orden said.
E15
Currently, E15 is effectively forbidden by the Clean Air Act from being sold in the summertime. This is due to concerns about smog, as the E15 blend evaporates more quickly into the atmosphere than regular gas.
The Environmental Protection Agency regularly provides summertime waivers to allow for its sale, but pro-corn members are seeking to codify the gas’ availability to provide market certainty and an expanded market to corn farmers.
“E15 is an important public policy choice,” Rep. Derek Schmidt, R-Kan., told The Daily Signal on Wednesday.
“It doesn’t cost the taxpayers or the government a nickel. It is not a mandate. To the contrary, it is the elimination of a government regulation which is precluding the market from functioning in the manner that consumers want it to function,” he added.
Disagreements
Recently, midwestern members sought to eliminate the E15 prohibition with a provision in a package of spending bills.
But pro-ethanol language was ultimately scrubbed from the package after some members complained of its potential effects on refiners in their districts.
Under law, refiners are obligated to blend biofuels, such as ethanol, with petroleum.
This President George W. Bush-era policy, known as the Renewable Fuel Standard, was originally meant to promote American energy independence and support the biofuel industry.
One way of getting around non-compliance penalties is a “small refinery exemption,” under which a small refinery can prove the standard is causing them economic hardship.
The more refineries that manage to use this exemption, the less demand there is for ethanol.
Rep. Harriet Hageman, a Republican representing Wyoming’s at-large Congressional District, took issue with a provision that would have narrowed the definition of small refineries in addition to allowing for annual E15 sales.
Since Wyoming only has small refineries, this redefinition would be a problem for businesses in Hageman’s state, which could lose their exemption.
“Any changes to the definition of ‘small refinery’ will structurally disadvantage refineries in Wyoming and across the country,” Hageman warned at the inception of the task force. “We do not need to destroy small refineries in the pursuit of E15. … I need to fight for my businesses.”
The Council
“It’s unfortunate that what was widely believed to be an agreement turned out to not be a universal agreement,” Schmidt told The Daily Signal on Wednesday of Congress’ failure to codify year-round E15.
But Schmidt added that “this extension of time gives more opportunity to make sure everybody is engaged.”
Some members have made their goals known.
Van Orden made clear from the beginning of the task force that he would be seeking changes to the definition of small refineries.
“These larger conglomerates have been getting a bunch of smaller refineries and operating them under a large umbrella and saying that they’re separate, independent small refineries, which they’re not,” Van Orden said in a late January interview with a midwestern agricultural news outlet.
“We need to lay out exactly … how the large refineries compare to the small refineries,” said Van Orden, who recommended that the definition factor in geography, profit, and employees rather than just the number of barrels produced a day.
Blending Mandates
Rep. Chip Roy, R-Texas, a member of the task force, told The Daily Signal on Tuesday that his major contention in the E15 talks involved the blending mandates.
“The process is working as it should, and good people are having good conversations,” said Roy. “I still have a very strong objection to going year-round E15 without peeling back the Renewable Fuel Standard.”
Roy continued, “I don’t think you can have your cake and eat it too. If the market’s good, and you think the market’s working, and you think you should be able to have E15 year-round, then let’s let the market work. You don’t need mandates, and you don’t need the Renewable Fuel Standard, which is messing things up for small refiners.”
Schmidt, who says he has been involved in E15 talks, told The Daily Signal that calls to change the standard are “legitimate discussions to have,” but his north star is “to get the government’s thumb off the scale with respect to E15, and let the market sort out whether you use it year-round or not based on consumer choice.”
He said a workable agreement “may include [Renewable Fuel Standard] as it is” or “the [Renewable Fuel Standard] in a slightly different way.”

When reporting on crime, it's of paramount importance that journalists adhere to a strict code of ethics, which involves using AP-approved inclusionary terms to identify assailants of indeterminate gender. For example, if a person shoots and kills someone, and you can't readily discern their gender, try identifying them as the most inclusive "gunperson."

Artificial Intelligence Is Here for Your Children
All the parenting books in the world five years ago could not have fathomed the ubiquitous presence of artificial intelligence in our children’s lives today.
If parents remain ignorant of AI’s true power, we risk surrendering our children to the deepest, darkest psychological abyss humanity has ever encountered.
With hindsight, we can see the true devastation new technologies like smartphones and social media have had on our kids’ mental health. In 2025, the National Institute of Health reported that nearly 25% of adolescents “meet the criteria for social media addiction,” and that “compulsive engagement with digital platforms has been associated with increased symptoms of anxiety, depression, and attention disorders, raising concerns about the long-term consequences of excessive screen time.”
Can social media have benefits? Sure.
Can artificial intelligence? Of course.
Simply put, technology is like fire. When used appropriately, it can sustain and assist life. But when treated recklessly, it is wildly destructive. AI has the potential to help address America’s education crisis, but only after clear guardrails are in place for its use.
Unfortunately, human nature lacks inherent self-control. Our society has allowed the wildfire of emerging technologies to run rampant among our children. Parents can no longer afford to be ignorant of the rise of AI; either we take the time to understand the technology, or we watch our children pay the price for unfettered access.
A few weeks ago, I joined the White House Artificial Intelligence Education Task Force meeting in Washington. It was an honor to have a seat at the table. I’m so grateful this administration recognizes that artificial intelligence holds enormous power and that the next generation of Americans must be introduced to this technology strategically.
During the meeting, I emphasized that policymakers in Washington must do everything within their power to ensure parents have the keys to the AI toolbox. That requires a few practical steps that businesses, families, and governments must work together to implement:
- Mandate that platforms adopt strong safety protections, including crisis response protocols and mechanisms that limit addictive design features. Our children should not become algorithmic robots just to pad a company’s bottom line, and businesses need to fund research on the long-term developmental impacts of AI usage among children while governments establish clinical trial and licensure requirements.
- Establish clear data protection standards for platforms that collect information from minors, with meaningful penalties for noncompliance.Minors cannot consent to their data being collected, and without real-world consequences for companies that violate the privacy of minors (in their pursuit of higher profits), no real change will ever materialize.
- Ban artificial intelligence from being used in mental health services and social-emotional learning. The psychological consequences of replacing human interaction with technology are chilling, and mental health counseling by an algorithm threatens to exacerbate any preexisting struggles a young child may have.
Our conversation with the administration was extremely productive.
Following our meeting, Moms for Liberty signed the AI Education Pledge, committing to help shape expectations for the responsible advancement of AI in American education.
That pledge included a promise to develop tools and resources that empower parents to support innovation in AI education while ensuring children are protected and parental rights are upheld.
This week, Moms for Liberty is fulfilling that promise by releasing our Artificial Intelligence Education Initiative, a comprehensive resource designed to help parents, lawmakers, educators, and families navigate the rapidly expanding use of artificial intelligence in K-12 education while defending parental rights, student privacy, and academic integrity.
The resources within this initiative function as a toolkit for parents, and include model legislation, school board policies, parental rights pledges, and guidance documents that establish guardrails to ensure AI remains a tool under human oversight, not an authority over children’s education.
AI has the potential to be a helpful supplement, but it must never be given the authority to replace educators, override parents, or shape the worldview and mental health of America’s children.
This is a new frontier, and parents cannot be complacent about its existence. Your child will encounter artificial intelligence at home and in school. But as their parent, you get to define the relationship. As you navigate this new challenge and fight to guard your children, remember that Moms for Liberty is fighting alongside you, and that artificial intelligence is no match against parental instinct.
We publish a variety of perspectives. Nothing written here is to be construed as representing the views of The Daily Signal.

Judicial Watch: New FBI Records Reveal Warnings about Suspicious Individual before Trump Shooting in Butler
(Washington, DC) – Judicial Watch announced today that it forced the release of 37 heavily redacted pages from the Federal Bureau of Investigation (FBI) through a Freedom of Information Act (FOIA) lawsuit revealing that law enforcement personnel broadcast radio warnings about an “unknown male acting suspiciously” prior to the attempted assassination of then-candidate Donald Trump at a July 13, 2024, rally in Butler, PA. These are the first records the FBI has released about the Butler assassination attempt on Trump.
Judicial Watch filed the July 2025 lawsuit after the FBI failed to respond to a July 2024 FOIA request (Judicial Watch Inc. v. U.S. Department of Justice (No. 1:25-cv-02216)). Judicial Watch asked for:
All records, including but not limited to, investigative reports, interview summaries (Forms 1023), letterhead memoranda, photos, audio/visual recordings, database inquiries, interagency communications, and any other records, whether contained in the Central Records System or cross-referenced files, related to Thomas Matthew Crooks, born September 20, 2003 in Butler Township, PA and died on July 13, 2024, who attempted the assassination of former President Donald Trump on July 13, 2024.
All records of communication in any form, including but not limited to emails, text messages, encrypted app communications and voice recordings, between FBI officials and/or FBI sources, contractors, and assets on the one hand, and Thomas Matthew Crooks on the other hand.
The records include a July 16, 2024, “FD-302” investigative report that states that on the day of the shooting:
Prior to the start of the shooting, [Redacted] received reports over the radio about an unknown male acting suspiciously. The unknown male had bags and was wearing a gray T-shirt with “Demolition Ranch” written on the front of it. One report included the unknown male looking at a law enforcement sniper position. Several operators were communicating information about the unknown male back and forth over the radio–including to/from Command, to the Secret Service, to PSP [PA State Police], to “everybody.”
A July 15 electronic communication titled “Opening EC for Investigation of Thomas Matthew Crooks” that launched the FBI investigation of Thomas Crooks notes that one purpose of the investigation, given that Crooks himself was killed by Secret Service agents, was to determine “the subject’s motivation and to identify if there were any co-conspirators.”
A July 14 investigative report describes an unidentified acquaintance of Thomas Crooks and his family, the acquaintance indicated that sometime between May and June 2024, Crooks “was dehydrated and needed to be taken to the hospital.” It continued, “[Redacted] stated that she thought it was strange that [redacted] did not take him to the hospital themselves.”
A July 16 electronic communication states that on the previous day, the FBI returned a flip phone seized as evidence in their investigation of Crooks, and that that “Lead is fully covered.”
A July 16 report notes that on the previous day a person who was apparently a neighbor, described the Crooks family as “normal, nice people” and that Crooks “seemed like a normal dorky kid.”
A July 16 electronic communication details that acting on a tip, sent to the FBI regarding a “concerning” Facebook post regarding Crooks’ attempted assassination of Trump:
Facebook “Damn, bad shot. Would have done the world a service” and another comment on the original post “We should watched his ficking brains brains blown away.” The tipster also provided the Facebook page that posted this was [redacted].
A July 16 electronic communication indicates that a business card was located at the crime scene of Trump’s attempted assassination, and the person associated with it was investigated, although nothing derogatory about that individual was identified in law enforcement records. An interview of that individual was recommended.
A July 16 interview report states that investigators talked with an individual who had attended the Butler rally:
[Redacted] recalled that approximately 5 minutes after the shots were fired, a light silver Subaru Hatchback sped past her and almost struck her. [Redacted] didn’t remember the vehicle having any stickers or distinct markings. [Redacted] didn’t get a look at the license plate, but believed the driver to be an older white male with short hair and tan skin. [Redacted] saw the Subaru in the parking lot near houses specifically a brown house with a pool. The vehicle departed the parking lot making a sharp right turn near the old buildings.
[Redacted] was with [redacted] in the parking lot and observed the vehicle too. [Redacted] described the vehicle as a 2017 silver Subaru Forester…. [Redacted] noted the terrain was too rough to drive at the rate of speed the Subaru was doing. [Redacted] thought the incident with the vehicle occurred maybe 10 minutes after the shooting.
A July 16 interview report details the observations of a member of the Saxonburg Police Department who was also a member of the Butler Emergency Services Unit:
[Redacted] was on the counter assault team. His position was in the turret inside the armor vehicle next to the barns behind the stage. [Redacted] stated sniper teams called out and sent photos of a suspicious person with a range finder. [Redacted] stated he watched a guy fitting the description walking from the water tower to the stage area and out of view. He did not see anything on the individual.
[Redacted] stated prior to anything happening he saw four people one child walking away from the AGR [American Glass Research] building towards the houses then two units took off in the direction of where the shooter was later found. A call came out over the radio of a long gun on the roof. Shortly after shots started going off. [Redacted] rode in the armor behind the tents near the stage, but did not ever have a view of the roof where the shooter was. [Redacted] ran out of the armor vehicle with a ladder to AGR and was told they didn’t need any more guys on the roof. So he came back and held security for a medic working on the deceased individual. The Secret Service then took over the tent.
In a July 16 interview summary of an individual who had attended the Butler rally:
[S]he noticed a white male with dark hair interacting with a uniformed law enforcement officer. They both were seen looking at two open windows of the property/building adjacent to the AGR Building. The white male told the officer that those windows were not supposed to be open. [Redacted] saw the windows that appeared to be opened from the inside. As the officer walked around towards the other side of the building, the white male stood on the side where the windows were facing towards the event/stage.
Shortly thereafter, at approximately some time after 6PM, she heard another white male yell the following, “He’s got a gun, everybody run!” This white male appeared to be in his late [redacted] who was seen wearing a white shirt, who had dark colored hair and a [redacted]. She remembered seeing a “panicked” look on his face. After he yelled, [redacted] heard six gunshots that sounded like they came from the two open windows. She took [redacted] and ran towards the vehicle along with many others from the crowd. She lost [redacted] in the crowd but continued running towards the vehicle with [redacted] and another white male who helped with getting [redacted] to the vehicle. She eventually located [redacted] with the help of the same male.
She recalled seeing the law enforcement officer wearing a brown/tan uniform but she did not see the patch.
When she returned to the vehicle, she recalled seeing the Suburban still parked behind her with no occupants inside. She departed the scene shortly thereafter.
After reflection, [Redacted] thought the security outside of the fence line was a concern because there was a lot of open access. She did not see anybody screening individuals near or outside the fence line.
[Redacted] told agents that she does not support conspiracy theorist or is one but she wanted to provide this information to investigators just in case it would help with the investigation.
A July 16 interview report details the observations of a member of the Slippery Rock Police Department who was also a member of the Butler Emergency Services Unit:
Once Trump started to move toward the stage, [redacted] and the Bravo squad were prepared to move in the armored vehicle. At that time, a report came in over the radio stating there was a male on one of the roofs ([redacted] was not sure which roof) and that the male had a long gun.
Almost immediately after the report came over the radio, [redacted] heard several gunshots. [Redacted] was not sure how many, possibly seven or eight shots. The Bravo squad then responded in the armored vehicle to the grand stand. When they arrived, they exited the armored vehicle and pushed up the grand stand. They were there briefly, attempting to determine what was happening, and then pulled back. At that time, [Redacted] observed a male on the ground with a gun shot wound to his chest. The team then formed a tight perimeter around the medics as they addressed the injured male.
The Secret Service then requested a tactical team to provide security at the Butler Hospital. [Redacted] and three other operators drove the armored vehicle to the hospital and formed a hard perimeter around the outside of the hospital and the helicopter landing pad. [Redacted] stayed there until they “took Donald Trump out.”
“These documents raise troubling new questions about Secret Service failures to protect President Trump. And it shouldn’t have taken years and a federal lawsuit to get this basic FBI material about the near assassination of President Trump,” Judicial Watch President Tom Fitton said.
In December 2025, Judicial Watch sued the U.S. Secret Service communications records related to Code Pink protesters who disrupted a dinner held by President Donald Trump at a restaurant in Washington, DC, on September 9, 2025 (Judicial Watch v. U.S. Department of Homeland Security (No. 1:25-cv-04408)).
In September 2025, Judicial Watch filed a FOIA lawsuit against the U.S. Department of Justice for messages among top leaders of the Federal Bureau of Investigation referencing social media posts of Special Agent Jeffrey Veltri, head of the Miami Field Office, which is investigating the September 15 assassination attempt against Donald Trump (Judicial Watch v. U.S. Department of Justice (No. 1:24-cv-02740)).
In March 2025, Judicial Watch sued the U.S. Department of Homeland Security for records related to security provided for the July 13, 2024, rally in Butler, PA (Judicial Watch Inc. v. U.S. Department of Homeland Security (No. 1:25-cv-00704)).
In August 2024, Judicial Watch uncovered documents from the district attorney’s office in Butler County, PA, detailing the extensive preparation of local police for the rally at which former President Trump was shot. The preparation included sniper teams, counter assault teams and a quick response force.
In August 2024, in response to a separate open records request, Judicial Watch obtained bodycam footage of the July 13 assassination events from the Butler Township Police Department.
In August 2024, Judicial Watch reported that the FBI withheld information on a Freedom of Information Act (FOIA) request for information about its coordination with the U.S. Secret Service regarding the July 13 Butler, PA, rally.
Also in August 2024, following up on reports that the Biden Secret Service denied Trump’s requests for additional Secret Service protection, Judicial Watch filed a FOIA lawsuit for Secret Service and other records regarding potential increased protective services to Trump’s security detail prior to the attempt on his life at his July 13 campaign rally in Butler, PA (Judicial Watch v. U.S. Department of Homeland Security (No. 1:24-cv-02495)).
In July 2024, Judicial Watch reported that the United States Secret Service completely denied multiple Freedom of Information Act (FOIA) requests for documents about the assassination attempt on former President Trump.
